Formula assistance - multi select column and a not blank column

Hi! In a multi-select column, I'm trying to count the number of specific criteria and another column that is not blank. Both must be met and I'm unfortunately seeing an error message. Any suggestions? Thank you!
=COUNTIFS([Format Type]:[Format Type], HAS(@cell, "Live - Symposium"), [Format Type]:[Format Type], HAS(@cell, "Live - Congress"), [Approved 2024 $$]:[Approved 2024 $$], NOT(ISBLANK(@cell)))

Did you want to check for either Live - Symposium or Live - Congress then you would need:
=COUNTIFS([Format Type]:[Format Type], OR(HAS(@cell, "Live - Symposium"), HAS(@cell, "Live - Congress")), [Approved 2024 $$]:[Approved 2024 $$], NOT(ISBLANK(@cell)))

Apologies, I was trying a trying a few different changes to the formula and the other version was giving me #INCORRECT ARGUMENT SET. The formula posted is technically "working" but it's giving me a result of "1". It should be a higher number than that.
