When a cell is blank or N/A, I want another cell in a different column to show "Non-Serially Managed" How do I set this up?

Hello @Jenn123,
I would create an Automation workflow to accomplish that. Not sure what your column names are, but here is a test I did to demonstrate to you.
Hope that helps!
