transfer license and content

Right now as an admin, whenever I am removing a license from one individual (and I have used all my available licenses), I have to transfer ownership of content to myself, deactivate a license, activate a new one, and then transfer ownership of that content from me to the new license holder. Almost impossible to do cleanly. Wish I could transfer the license and content to a new person at once.
