What is the formula in Sheet Summary for COUNTIFs when a Flag is used?

This is probably an easy formula but it keeps escaping me! I am trying to add the # of At Risk when Flagged to a Sheet Summary to use on a Dashboard. I have tried "Flagged" but it still comes up as 0.

What am I doing wrong?

Use 0 or 1 - 0 for unflagged and 1 for when it is flagged
