What triggers an update when using a 2 way Jira Smartsheet connector

Workflows in the Jira connector will be triggered when notifications are sent to the connector by either Smartsheet or Jira. That is, for a two-way workflow, a notification will be sent when changes are made in either Smartsheet or Jira, triggering the workflow. Time taken for the updates to sync will depend on the volume of data that is being synced and the frequency of updates.

It seem like the connector will run after I make changes to the Smartsheet and then hit Refresh. Not sure when it is running after I make changes in Jira. Is it always running in the background, waiting for a change?
