Numbers out of sync

Does any one know why sometimes the automatic numbering system becomes out of sync as shown in the attached picture?

I have found this happens if you are auto numbering and delete a row. It 'remembers' that the number was already used.

Cell linking
i have 2 sheets. Cell linking works fine, but when i want to convert to entire column it send me to index, match formula definitions page. All i am trying to do is when a cell in column A is populated in sheet 2, to be pasted to a column A of sheet 1.
