How do I use predecessors to ensure a portion of rows are complete before being able to go to the ne

I am wanting to use this format for pre-con to ensure nothing is missed or overlooked. I want to mitigate mistakes from our project managers to prevent project issues by not allowing them to move to the next section until the section they are working on is complete. We also want to use conditional formatting to have the locked sections to be a color of our choosing until it unlocked. Is that feasible to implement?

@Nick Esparza Sounds like something like the Ready to Start template I developed. Would have to think about the sections aspect, but definitely can color code or unlock row by row based on predecessors being completed using this.
