Alert someone in a cell new form submitted but contact is not on same row as entry

Hi

I have a sheet (B) which pulls back the project manager into a contact column from another sheet (A).

When someone submits a form on sheet B, I want that project manager to be alerted however since the contact is only in one cell and new rows are added to top with form, the contact is not on the same row?

How can I achieve this please?

FYI - I can't use 'send to users shared to sheet' as this is a dynamic instance with many people in a group.

    @melimob - Could you not use automated workflows for this? I know that's what I have done with a lot of mine

    You could then specify who exactly you want to send it when someone submits a form on sheet B

    Hi Cayla - this is the issue

    I am using a workflow to look at a cell on the sheet B (send to contact in a cell)

    The contact/recipient is displayed in a fixed cell as this is a cell link from sheet A.

    However, when something is submitted it creates a new row and the contact is not on that row in order for it to send.

    I can change the contact column to be a column formula however I don't want this cell link to be repeated so many times as this is a scalable solution.
