Formulas needed for complex set up

I am hoping this is possible.
I have about 7-8 people that are paid on multiple projects. Their total effort should always equal 100%. What I need to be able to do is set up a way to put in the total for each project and then add amounts to each of the categories and add % to each employee and it auto calculates the amount for each project and tells me what I have left to spend. Along w that I need it to be able to fine each employee and add up their % effort and turn red when it’s over 100% or another color if it’s under 100%.

Thoughts? Ideas? Suggestions?

    So basically you want resource management add on? That is basically the value prop of that system. If you wanted to build it out custom you atleast need control center or you have a lot of manual linkages in your future.

    I don't think you meant this but, keep in mind you dont aggregate %'s you have to add weighted totals or raw numbers and get the percent at the end.
