simple formula to a cell results in incorrect value

I am killing brain cells here. I was getting a incorrect result from using the SUM function to add 3 cells, the result was incorrect. so I broke it down to have a cell equal another cell value and that value is incorrect, it should be exactly the same. Here is example: (this was a test to see which cell was causing the issue)
