Assign Projects in a Rotation Based on Category

I need to be able to automatically assign projects to two individuals (1:1 ratio) based on a specific category of contracts. For example, if a lease comes in that needs to be reviewed, it would be assigned to one person and the next lease would get assigned to the second person. I have a list of about 8 different categories and I need them to rotate back and forth between every category (not just rotating back and forth between every assignment regardless of category).

I would use the workflow Assign To: to setup automatically to whom it is assigned based on the conditions.

I don't see how to use that workflow to associate a rotation based on category. I see that you can set it to select someone if they pick a specific type/category but I need it to rotate between two people for every type of category
