WORKFLOW: Cannot use a Contact Column with Multiple Select?

I've created a workflow that is to notify everyone listed in the contact CELL and this contact column type allows for multiple selections of the preferred contacts.
Only one person is getting the notification and the other is not.
I cannot find anything on Smartsheet listing a CONSTRAINT as to what column types can/cannot be used in workflows. What I have selected for my workflow was not blocked in any way so I expect it to work as requested.
On our end, I have verified with our IT Dept that the notification is not blocked in any way by our Spam provider.

IT IS NOW RESOLVED!!! I discovered the notification within Smartsheet.com on his account on the bell icon on the left hand panel. I had him go to his Personal Settings/Notifications and we discovered that "Email" was NOT checked.
Once that was checked I triggered then notification again and voila!!!!

@Loann McGee Yes, automations will work with multi contact columns.
Verify that the email address associated with the contact in Smartsheet is correct. I'm assuming it displays their name, so it's possible the name is correct, but the email address is incorrect. Double click on the contact in question and it should reveal the email address
Sometimes notifications to go an tab or folder in a user's inbox and that can make them hard to find. I find this especially affects Outlook inboxes.

He receives all other SS notifications. We did a search in his mailbox for the subject line, looked at all email the date it was sent, and the following. We checked our corporate spam filter. Then I contacted our IT Dept to make sure it wasn't caught on some backside of Outlook or the Spam site. All to no avail.
To clarify, the criteria for the notification doesn't use this column, but it is used as the "send to contacts in a cell" criteria. I have verified that his email/contact name is part of the preferred contacts list in this column type. I just tested the workflow and the email is not coming through for him. It's only sending to the first person listed in the cell.
I appreciate the input, but alas, it is still not working. I do have a ticket in with Smartsheet. I'll post a follow-up.

@Loann McGee another thought, how are the automation settings on the sheet? It's possible they are set in a manner to restrict him if he isn't shared to the sheet?

No restrictions, and he has editor rights to the full workspace where this sheet resides.
