Help with formula to count parent row

I am wanting to only count the parents in yellow to show how many "programs" we have. I have no idea how. Can anyone help me?

@Jack West use count(ancestors()) on a helper column to tell what level of indent you are in. Then you can countifs against that indent / ancestory level.
