Inconsistent formatting in Dynamic View

I am finding the same challenge with my conditional formatting. I see the color formatted correctly on the sheet, then the report; but not Dynamic View. Has anyone found a solution that is consistent?
The example has names blacked out; but if it is blank in the date, the formatting is set up for marking the cell red.
The last 3 rows are not showing the formatting.

Hi @Lynnette, I found this thread, where people mention that this is a common issue with conditional formatting in dynamic view.
They say that the engineers are aware of the problem, but there doesn't seem to be a solution yet.
