Text/Number field suddenly autopopulates a decimal and two zeros

This field is auto populating decimals when it isn't supposed to and hasn't done so since inception. What setting should I look at to correct the field?

There should be a button in the top toolbar that allows you to increase or decrease decimals as needed.
