If a user is granted access to another Smartsheet instance (vendor's), do they need to be a member user?

I believe you only need to be a member user for your own smartsheets. Access via forms or outside of your organisation is still free. So a) it would be your Vendor liable for the member licence but as you are a "customer" (outside of their organisation) your acces should remain free.

This is what I was informed last November so hopefully all OK. We have migrated all our smartsheet access to be via Dynamci View as that has loads of great additional features, is free for the user to access (no membership fee) and the annual fee for dynamic view was about 7% of the cost for all my users to have membership - so very cost effective.
