Request update automation not sending email

I have a "Request update" automation that is supposed to send an email to the project manager contact field. This field is an index lookup to another sheet could that be the issue? if so how do I fix it?

I tested with a VLOOKUP and it works by me.
a few questions:
is your Project Manager formatted as a contact ?
and how is the settings (gear icon) in the automation ?

I believe it's a known issue that has to do with the trigger which must be date-based.

@florian.zbinden7 That post is specific to the TRIGGER of an automation. The recipient can be a cross sheet reference or cell link.
@Tanya B Based on your screenshot, it looks like the data in the Project Manager column is being stored as text. You mentioned that the Project Manager column is set as a contact type column, but what about the column it is pulling from? That also needs to be a contact type column and must contain contact type data.
