Published Link is Asking for Login Credentials

Hi - I've been trying to publish a report for our employee directory. I preview the link and it is "view only" as the published document like it should be.
Since the membership structure has changed, many people are no longer subscribers when they originally had edit access before the change.
These people are not being directed to the published link. The link is still going to the Dashboard with the underlying sheets and report and of course they can't see anything because they don't have access.
The only people that the link opens correctly for are the current "members" on our plan.
It was my understanding that publishing a report did not require a login and that anyone with the link could view and download the published version. Even when I copied the link it said that anyone with the link can view the report.
Can you please let me know why non members are not being directed to the published report but to the dashboard?

You are correct and publishing a dashboard doesn't need membership but check the access you haveset in the publish as the default is quite restrictive.
I set my publish links to "Available to anyone with the link" the default is the middle option and if they are not members of your plan it won't work
