Restricting Resources that can be assigned

I want the Resource Manager for IT to be able to assign work to his team, but have no ability to affect resources on the PMO team. How can you limit which resources are available to each manager?

Will this help ? Use the restrict to list values only AND ensure he/she has editing rights only to the sheet ?
