Advanced Sharing/Permissions in Control Center

I have 3 template sheets in my blueprint, but only 1 sheet needs to be shared with external users. I'm using this advanced sharing to give these 2 individuals access to only the "Plan" but they cannot view any of the sheets still unless i share the workspace (which i do not want to do as there is confidential information in the 2 other template sheets).

What is the right way to go about ensuring these individuals only have access to the Plan was a project is provisioned?

Have they checked their Sheets folder at all? Anytime I share collaborators to an item only in a workspace, that is where it will show.

It makes sense that once you share the workspace, the item will appear there. Otherwise, the below screenshot shows where your collaborators should look:
