Link file attachments between sheets so they sync automatically

I have different sheets where I share documents with third parties, and they upload documents back to me in return. I was hoping that I could link the rows where documents have been added so that a document uploaded to one sheet will automatically be available in another sheet, without having to upload it separately to each sheet.
