RBG and Gray Formula

Hi All,

Can someone please help me correct this formula? The grey color is not coming up when the status is "on hold" and instead green is coming up

=IF(Status@row = "On hold", "Gray", IF(Status@row = "Complete", "Green", IF([End Date]@row < TODAY(), "Red", IF([End Date]@row <= TODAY(14), "Yellow", "Green"))))
