My conditional formatting is not showing consistently in my reports, what did I do wrong?

Hello,
So I have several conditional formatting rules set up and after adding a few more that were needed for my team, some of the formatting is not showing on my team's reports for all the rows.

Example:

I have a format rule for a drop down list column where when the word Need is used, that cell should turn yellow.

The Sheet is showing all these correctly

The report is only showing some of these formats and others are blinking yellow when I refresh and then clearing the format again.

It's difficult to answer this without any screenshots or other details. But when you mentioned some cells "blinking yellow" I wonder if "highlight changes" is on and that's actually what you're seeing for those cells.

Check for any rule conflict

When you added new rules that sets cells to "No Fill" can override "Need → Yellow" rule. Conditional formatting is applied in a top-down order.

Also check if Change highlighter is turned ON. By default they are yellow and disappear second time. This might have given you feel what you called 'blinking yellow'
