I'm pretty sure that I've done this in the past but for whatever reason I no longer seem to be able to change or do more than look at user permissions. Am I missing something?
Any help would be greatly appreciated.

Is the sheet you are trying to change the permissions on, located in a workspace? If so, you cannot change sharing permissions from within the sheet. You can do this on your Home tab - right click on the workspace and select Share.
This was a HUGE help, and absolutely solved my problem. I hadn't realized that the way permissions were handle with in a workspace were diffierent from those of individual sheets.
