Column properites with CLOCK FEATURE

Hi all ,

We have column with date properties which is great to set the rows with actions /alerts and conditional formatting

But I can not believe till today we do not have the same for CLOCK ?

many tasks are set to be done at specific time but i can not add my actions and alerts based on time

let me know if any plugin or trick to do so , thanks
