Resource Allocation defaults to 1

I created a column to track % Allocation, and setup Resource Allocation to reference this column under Resource Allocation but no matter what number i enter in this column, it defaults to 1. % sign doesn't appear at all.

Please select the column for % Allocation, and on the left panel select "%" to format the column as Percentage. This should display the column value in %.

I'm sorry but I have the exact same problem and do not see what 'left panel' i'm supposed to select the percentage as a format.
