Im building a capability for an operations centre with smartsheet and was wondering of I can push cell data, such as an address to a GIS system to plot the tasks onto a map like Scribblemaps or the like?

Yes, you could set it up with the help of a third-party solution like Zapier or similar or thru the Smartsheet API.
Another option and the one I would recommend researching first would be the Smartsheet Maps application.

If all you want to do is eg "See where your clients are on a map" by Postcode then the Smartsheet Maps will do that.
What we have used very effectively is integration with google maps which will not only show where addresses are but can also tell you how to drive there, and how long, which is very powerful for delivery and service crews.
Take Photos and give feedback when the job is done via smartsheet. All in real time? Use Appsheet to considerably improve the functionality and integration between your favourite tools.
