CountIf with Date range

I am sure that I am missing something extremally simply. Looking to count how many quotes are below 40% margin between a date range that the line was created - I need quarterly so right now I need created between 7/1/2023 and 9/30/2023. I have gone thru the 6 pages of tips and tried various things and cannot seem to get anything but #unparseable. I'm sure it's simple; I'm just still very new to formulas.
Here is what I have as the formula -
=COUNTIF([Quote Margin]:[Quote Margin], <0.4 AND(@cell >= DATE(2023, 07, 01), @cell <= DATE(2023, 09, 30)))
Is it that I can't use the created column?

@Bekah A You need a COUNTIFS (with the "S" on the end) to be able to use multiple range/criteria sets.
Otherwise you are missing a comma after the 0.4 and the range for the dates.
