Comments on single cells or Column Titles

Is there a way to add a comment on a single cell? The discussion is for a line.  I would like to add comments to column titles.  I use that as a purpose statement for that column especially when collaborating with others.

Consider it important to elaborate on the data specification in the comment of the column´s title when working with different groups of people
