Adding to Formula: 1 out 10

I am trying to add to this formula:

=("Priorities for 9/23 Week: " + COUNT(CHILDREN()))

I want it to Count the number of Done: Priorities for 9/23 Week 1 out Of 10.

I am close! The only problem I have is that instead of 4 out 4, I am receiving 4 out of 40 as a result. Formula Below:

=("Jenkins Automation: " + COUNTIF(CHILDREN([% Complete (Actual)]2), 1) + " of " + ((COUNTIF(CHILDREN([% Complete (Actual)]2), 1) + (COUNTIF(CHILDREN([% Complete (Actual)]2), 0) + "Task Have Been Completed"))))

It is also not checking for 100%. It is just looking at anything with 1 (i.e. 10%)
