What am I missing in this formula that is not populating a cell based on another celll?

=IF[Workstream]="Market Intelligence" THEN [Workstream Lead]="Charlie Brown"

More accurately, what's in brackets are column names.

Formula help, combine and convert to lowercase
I have a formula, =[Player/Number]@row + "_" + [Product Program]@row + "_" + Gender@row + ".pdf", I would like to add to the function to convert it to lowercase as well, any help?
