Unable to Rearrange Rows, Please Help?

Don't see any dependencies, and screenshot below. All that was hidden was an info column of sorts.

Can you add rows? Delete rows?

Just added the blank row you can see, copied the row beneath it, and am unable to paste it into the blank. I can delete the blank row (or any other) as well.
