how to transfer the content to another user via API

We are checking API to revoke licenses for existed users. How can transfer the content owned by the user to another? Then, we can remove the licenses.

Keep in mind that this operation is only available to system administrators. Additionally, if the transferTo parameter is specified and the removed user owns groups, the user specified via the transferTo parameter must have group admin rights.
