It's possible to create a dynamic dropdown list in smartsheet form.

Unfortunately, it's not possible at the moment, but it's an excellent idea!

Please submit an Enhancement Request when you have a moment

As a possible workaround, you could instead use third-party service like Google forms or similar.

Would that work?

I learned that this functionality was on the roadmap to be delivered in 2022, but got dropped. unclear why, but you should contact your customer success manager to ask why.
