Is Conditional Formatting not working?

I am trying a basic format where row goes green when Yes is selected from a drop-down but it does not work? I have other sheet that work. I just create a brand new sheet and tried on someone elses sheet that doesn't work either.

From your other comment it sounds like you've already sorted this out, but for anyone else who has the same issue, it looks like the task bar was selected to change colour instead of the background of the cell. The background is indicated with the Paint Can:
