Can one reference a % complete cell to another cell within the same sheet?

Hello,

As an example,

I want the cell in row 19 under column "% Complete" to have the same value as the data captured in row 33 under % Complete"

Note the cell that will be updated by the user will be in row 33. Row 19 just reflects the same value.

What formula or function can I use?

Yes. You should be able to use something along the lines of

=[% Complete]33
