Cross-sheet COUNTIFS with three parameters.

It should be possible. Can you provide the formula you currently have that isn't working?

So when I try to build the formula in one sheet to reference the other sheet, it only gives me the option of 2 variables. If I build the formula from scratch it gives me error.
=COUNTIFS({Master List Range 3}, "SA", {Master List Range 2, "FY 2020"}, {Master List Range 1}, "proposed"
I believe the problem is that since it does not give me the option to select more than 2 variables, it cannot identify which is range 1 and I have no way to tag the range.
Any help would be appreciated.

I got it. But thank you.

Great! Glad you were able to figure it out!

Could you share how you got it? I am having the same issue....

COUNTIFS has the syntax (criteria range1, criterion1, criteria range2, criterion2, criteria range3, criterion3, criteria range4, criterion4, etc). Just keep adding terms in that pattern. The helper text will show [range2, criterion2] generically for every term after criterion #1- the helper text will not change to show criterion#3, for example.
