Autoread the Start Date from the summary Sheet-only works when project dependencies are NOT Enabled

That is correct. When dependencies are enabled, you cannot use formulas in any columns being used in the dependency settings.
You would need to either manually enter the Start Date into the sheet with dependencies enabled, or you would need to disable the dependencies and use formulas to replicate how they work.

Thank you Paul ...any idea why ?

That's just how Smartsheet works. Feel free to Submit a Product Enhancement Request when you are able regarding using formulas in dependency columns.
