Formula to match on two Fields

Hello I am trying to create a formula to match on CUSTOMER NAME and also if Region field is NOT BLANK, can have any text.

Here is what I have but it is NOT working..

=COUNTIFS({Remitco FIle Range 1},"",{Remitco FIle Range 14},ISTEXT)

Not sure what I am missing... new at smartsheet… :)

@Tammy Parker It sounds like what you want to do is

=COUNTIFS({Remitco FIle Range 1}, ISTEXT + COUNTIFS({Remitco FIle Range 1}, ISBLANK@cell))
