% Complete Formula based on Start/Finish Dates

Not dumb at all! It's a great question, @Jeff Casto.
The reason for this will be because you're using Dependencies in this sheet, which then limits what columns you can use for formulas (see: Areas where formula use is restricted)
Specifically, the % column already has a formula applied relating to the Hierarchy in your sheet. It creates a "Parent Rollup" percent complete, weighting the Parent row % by the duration and manually applied % of the Child Rows, see: Parent Rollup Functionality
Notice how both of my Parents have 2 tasks, one at 100% and one at 0%. The Parent Rollup functionality in the % column has a formula that determines the Parent's % based on the duration of the children... so my first summary row is 50% complete (1 task of 1 day at 100%, 1 task of 1 day at 0%), whereas the other summary row is only 1% complete, since the second child has 143 days duration and is at 0%.
