Row Copy Workflow not working

I created a work flow to copy a row to another sheet. At first i use criteria when the reference number changes to any value, copy to another sheet. that worked. But when i added additional criteria of "AND when the Date of Final Approval is not blank" the rows are no longer copied. I tried changing destination sheet to see if the original destination sheet was the problem and Im still having same issue. When i remove the AND criteria mentioned above, the work flow is still not copying the row to the destination sheet. No errors are popping up.

Any suggestions?

if one of the trigger fields is a formula, would that prevent the row from copying?

For example in the workflow to add the condition: if Date Approved field is not blank copy row. However, the Date Approved field is a formula to populate a date in the cell only when other columns are complete.
