How do I stop Popup of linked sheets

How do I stop this linked sheets popup? Even if I scroll the sheet the entry cell and the popup travel together. Because the sheets are linked to many of the cells, this happens for every linked cell.

That is built in and cannot be turned off.

Feel free to Submit a Product Enhancement Request when you are able.

I would LOVE the ability to turn this off for people without Admin access.
