Counting cells with numer of %

Hi

i want to count the number of cells with 100% i.e i have 20 projects that have reached 100%.

i tried =COUNTIF([% Complete]1:[% Complete]118, (100)) and also tried =COUNTIF([% Complete]1:[% Complete]118, "100")

but it doesnt return the correct number.
