Formula to sequentially Number an item

I have a list of values and would like to sequentially number how many times it appears with the ultimate goal of identifying values greater than 1 to trigger a workflow to Move to a new sheet.

Here's an example for reference:

if Name and Week are the same, then sequentially number in Number#

Any help is appreciated.
