Conditional Formatting Kanban apply on newly added row

Hi all -

I have conditional formatting for our kanban view for the task bar color of our cards to mirror our health status field for our project tracker. It seems to be working well once a card is built and the health field changes. However, when a row/card is added to the sheet new, the conditional formatting rule does not seem to trigger.

To elaborate, if our health field is empty, the card should apply a transparent/white color to the task card. When I create a new row/card and set the health (or leave it empty), it retains the default green task bar color of the cards. I need the rule to fire on the new card in addition to any field value changes.

Is there a way to make this happen? I have had to either go in and change the value, then change it back, or re-order my format rule to get the color to set automatically.
