Are you asking if you can have a Smartsheet sheet linked to an Excel sheet? If so - yes, using the Live Data Connector (it's an add-on). You can get more information here:

Note: The Smartsheet Live Data Connector provides one way communication from Smartsheet to external ODBC accessible objects (like Excel, etc.) and is not able to write data into Smartsheet.
