I have a sheet and need help with a formula

I want to calculate the Spend dollar amounts (Spend) for all (At Risk flags) that are checked or red

To add to Mark's excellent advice/answer.
The @cell part in this formula isn't needed.
=SUMIF([At Risk]:[At Risk], 1, Spend:Spend)
