Formula works but is counting blank cells
I got my formula to work =COUNTIFS(Offender:Offender, FIND(Offender@row, @cell) > 0)
but now I have no idea how to make it stop counting the empty cells. Can someone help?

Try:
=COUNTIF(Offender:Offender, AND(Find(offender@row, @cell) >0, NOT(ISBLANK(@cell))
Work?

Mark,
thanks, so much but it did not work. it is still counting the blanks

Mark’s formula should work.
Here’s an alternative you can try as well.
=COUNTIFS(Offender:Offender, FIND(Offender@row, @cell) > 0, Offender:Offender, <>"")
Did that work?
I hope that helps!
Be safe and have a fantastic week!
