No, Smartsheet does not currently have a "Forecast" function (please submit your feedback to the Product Team from this form, here).

There are a few discussions in the Community of possible alternative processes (see here), or you may want to look into the premium solution, Accelerator for Sales Forecasting, which is available for purchase if you have a Business plan or higher (see here).
