Restrict Editing but Allow New (dyanmic view)

Hi, Is it possible to restrict editing of existing rows but allow submission of new rows? I tried locking the columns and rows but that did not work. TIA.

I think I figured this out right after I posted. I created a new column in the sheet to indicate that the row was complete (apparently it had to be a drop down) and then used Logic in the Dynamic View Details Panel to make columns read only when completed.
